The controversy centers on the IOC’s evolving approach to sex eligibility in women’s sporting categories. For years, the IOC relied on testosterone level thresholds as the primary criterion for eligibility. Under its 2021 framework, the committee moved away from mandating specific testosterone limits and instead issued broad guidelines encouraging inclusion while leaving detailed policy to individual international federations.
